Holy See Global District
The 1st Professment of the World Professmentary (Parliament) is a legislative, elected imperial body (divan) of government. Generally, the professment has three functions by way of the Moorish Temple: representing the electorate, making laws, and overseeing the World Government via hearings and inquiries from the Holy See Royal Crown Imperial Authority tribunal or simply the World Interfaith Court. The Moorish Science Temple is the place where an adept ruler who wants to become a philosopher king or empress, noble prince or princess, or holy emir live. Moorish buildings for royal adepts is often called a holy palace, but the “ royal court ” means not just the buildings but all the royal household, as a holy temple. (all the people who live and work there.) The Royal People of Nature (Gods People) as the Holy See Royal Crown Imperial Authority & Noocratic Society is the world’s new Curia Regis, which is a Latin term meaning “royal council” or “king’s court”, and in ancient times it was “Solomon’s Temple”. Also it was the name given to councils of advisors and administrators who served early French kings as well as to those serving Norman and later kings of England. Today we are the “Professing Council”. Now we are the global branch temple No. #24 of the Moorish Science Temple.

How the Noocratic World Government Is Organized. The Divine Constitution of the Global District forms the Noocratic government body into three branches to ensure a theocratic noocracy & decentralized government in which no individual or group gains too much control:

- Judicial – Evaluates laws (World Supreme Tribunal, World Interfaith Court, Temple Tribune)
Each branch of government can change acts of the other branches as follows:
The World President can veto laws passed by House of Progress.
The House of Progress confirms or rejects the World President’s appointments and can remove the President from office in exceptional circumstances. The Justices of the Supreme Tribunal, who can overturn unconstitutional laws, are appointed by the World President and confirmed by the Penate. The World Government seeks to act in the best interests of world citizens through this system of checks and balances.
Legislative Branch – The legislative branch enacts legislation, confirms or rejects World Chairman or women & World Presidential appointments, and has the authority to declare peace & war. This branch includes the Progressional (Penate, and House of Representatives) and several agencies that provide support services to the progressional. World citizens have the right to vote for Pentators and Representatives through free, confidential ballots.
Penate – There are one elected penates per nation & city-state, totaling 360 pentators and there global councils, commissions, and committees of progessman & women. A Penate term is nine years and there is no limit to the number of terms an individual can serve.
House of Representatives (Progressman & women) – There are 144,000 elected Representatives, which are divided among the 38 City-States with one Progressman & women for each city-state appointed through the nation-states of the Commonrealms and one from the Crown Providences of the Global Districts in proportion to their total population. There are additional non-voting delegates who represent the Global District Imperial Crown Providences and the Common Realms. A Representative serves a three-year term, and there is no limit to the number of terms an individual can serve.
Executive Branch – The executive branch of the World Government is made up of the World Chaplain, World President, World Vice President, and global instrumentalities, agencies and departments. The executive branch is responsible for carrying out the world laws of the global village.
Temple Cabinet – The World Temple is the ecclesiastical authority for the World Parliament. The Chapel States of the global district are under Moorish parliamentary authority.
Noocratic World Committee – The Noocratic World Executive Committee is the provisional body of a three-person committee which includes the World Presidency and representatives for Legislation and the Judiciary which serves as the executive secular branch of the Provisional Noocratic World Government of the Holy See Global District for the Peoples of Global Village.
Judicial Branch – The judicial branch is the part of the Noocratic government that interprets and applies laws, and resolves disputes. It includes the World Supreme Tribunal and other temple courts.
World Supreme Tribunal – The global public judiciary appointed by the World Chaplaincy, World Presidency, And World Vice President to enforce, evaluate, and adjust the temporal, global secular laws, customs, and policies.
World Interfaith Court – The ecclesiastic private judiciary appointed by the World Chaplaincy and Moorish Parliament to enforce, evaluate, and adjust the temporal, global secular laws, customs, and policies.

The Noocratic Rules of Order establish a structured process for governance, legislative action, and decision-making within the World Professmentary (Parliament) and Holy See Royal Crown Imperial Authority. These rules ensure order, deliberation, and structured engagement in the chambers.
