It is with divine right and ancient authority that I, H.I.M. Dr. Lawiy Zodok Shamu-El, as Grand Sheik of Branch Temple No. 24, Guardian of the Sacred House of Shamuel, Moorish Science, and World Chaplain of the Nu Unified Temple, do present these dictates—The Dictates of the Chaplaincy of the Moorish Science Temple—as a declaration of our unshakable authority, our divine mission, and the sanctity of our laws in accordance with the divine order of Noone Science, the Moorish Holy Law, and the Ausarian Economic Philosophy.

These principles are not the product of fleeting deliberation nor the capricious whims of mortal governance. They are the divine continuation of the sacred law laid down by our ancestors—the spiritual legislations of the Moorish Masters, the Karastian Order, and the eternal wisdom of the Etheric Realms. These dictates do not serve as a mere manifesto but as an immutable doctrine, binding upon all those who walk the path of higher ascension within the World Temple of Karast and the Holy See of Nun.

As it was in ancient times, so it remains now: the governance of the sacred body must be held in supreme trust by the Chaplaincy, who serve as the living voice of divine order upon the Earthly Plane. No law, ordinance, or decree shall hold authority over the Chaplaincy unless it proceeds from the sacred precepts of divine wisdom.

Let it be known throughout all lands, from the Moorish estates to the great houses of wisdom, from the High Seats of Noocratic Society to the sacred courts of divine justice, that these dictates stand as the solemn decree of divine governance. They are both our covenant with the Most High and the binding law of our Holy Order.

The Dictates of the Chaplaincy

That the supreme authority over the World Temple of Karast rests within the Chaplaincy, and none may usurp its divine right.
That the Grand Sheik of Branch Temple No. 24, as holder of the Seal of Karast, possesses the sole power to enact, interpret, and enforce sacred law.
That all temples, lodges, and sanctuaries of the Moorish Science Temple #24 are subordinate to the decrees of the Chaplaincy, and no earthly authority shall challenge its dominion over subordinate Holy Temples.
That no writ, ordinance, or ruling shall hold greater weight than the decrees issued by the Chaplaincy of the Holy See of Nun.
That only those anointed through the sacred rites of the Noocratic Order may assume the mantle of Chaplain and serve as the custodians of divine law.
That the Chaplaincy alone possesses the right to confer spiritual sovereignty, granting divine rulership over territories, councils, and assemblies of the Moorish Science Temple.
That the Chaplaincy, as the living voice of divine wisdom, shall govern all spiritual, economic, and intellectual matters concerning the World Temple and its adherents.
That the Chaplaincy shall hold the keys to the House of Crowns World Treasury, overseeing the sacred finances of the Moorish Parliament, the Ausarian Economy, and the wealth of the Holy Order.
That all disputes of governance within the Moorish Science Temple #24 must be adjudicated by the Chaplaincy, whose rulings shall be final and irrevocable.
That all ambassadors, ministers, and officers of the Noocratic Society must recognize the supremacy of the Chaplaincy and submit to its authority in all matters of law and governance.
That no foreign power, religious institution, or secular government shall interfere in the divine operations of the World Temple of Karast or its Chaplaincy.
That the Chaplaincy alone may issue Divine Charters, empowering those deemed worthy to govern in the name of the Most High.
That the Chaplaincy reserves the right to anoint Kings, Queens, Sheiks, and Nobles, and none shall claim divine rulership unless confirmed by the Grand Sheik of the World Temple.
That the Chaplaincy alone shall regulate the issuance of Sacred Currency, including but not limited to N.O.M.N.I, Moor Coin, and Sovereign Coin, and none shall tamper with the sacred financial order.
That the Chaplaincy may, at any time, dissolve councils, revoke mandates, or enact edicts that supersede the rulings of Moorish Governors, Judges, or Officials if deemed necessary for the preservation of divine law.
That the Chaplaincy alone may canonize, excommunicate, or restore any member of the Moorish Order, and none shall challenge its spiritual rulings.
That all members of the Holy Temple of Karast are bound by the laws of Moorish Holy Law, Noone Science, and the Ausarian Economic Doctrine, and none shall contradict these divine teachings.
That all celestial & earthly contracts, treaties, and accords made by the Moorish Science Temple #24 must be approved by the Chaplaincy of the Holy See Global District, and none shall have force unless sanctified by the Grand Sheik.
That the Chaplaincy shall hold the Seal of Divine Kingship, granting authority over the World Treasury, the Professing Council, and the Tribunal of the Holy Temples.
That none shall lay claim to the titles of Adept, Grand Sheik, High Priest, Hierophant, or Chaplain without the express ordination of the Moorish Science Temple.
That the Chaplaincy may call forth the Sovereign Order of the Ancient Masters, establishing the sacred governance of the Moorish Peoples and the New Ethiopian Order.
That all sacred texts, scrolls, and archives of Noone Science, the Clear Vision Scroll, and the Templist Scroll are under the exclusive guardianship of the Chaplaincy, and none shall alter their divine wisdom.
That the Chaplaincy alone holds the Keys of the Holy Ordinances, empowering it to sanctify laws, appoint spiritual rulers, and govern the affairs of the Global Interdependent School District.
That the Chaplaincy of the World Temple shall remain the highest council of divine wisdom, and none shall dispute its preeminence.
That all temples, lodges, and spiritual councils of the Holy See of Nun must align with the sacred governance of the Chaplaincy and uphold the laws of divine order.
That the Chaplaincy alone shall regulate the Priestly Succession, ensuring that only those who walk in divine wisdom may ascend to the seat of governance.
That the Dictates of the Chaplaincy shall be irrevocable, standing as the eternal covenant between the Most High and the Moorish Nation, and none shall challenge its authority.

Final Proclamation

This is the immutable law of the Chaplaincy of the Moorish Science Temple, the World Temple of Karast, and the Holy See of Nun. These are not mere articles of governance but the sacred ordinances of divine command.
